The North Dakota Association of Oil and Gas Producing Counties and the North Dakota Coal Conversion Counties Association are two Associations providing leadership on state, federal and local energy issues to ensure an effective exchange of ideas. North Dakota's oil and coal taxes are "in lieu of" of property taxes and the taxes are shared with the state as well as the local political subdivisions of counties, cities and school districts. The oil counties consist of 17 oil and gas producing counties in western North Dakota. The coal counties are located in central North Dakota where coal is converted to electricity in Oliver, Mercer and McLean counties. Communication with membership, education of legislators and fair representation on a federal and state level are goals for both of the Associations.

Uniform County Truck Permit Program

Since 1986, the ND Association of Oil and Gas Producing Counties has operated the Uniform County Permit program as a service to the oil industry. It's a self-issuing county road permit system for over-weight or over-width vehicles on county roads. This program provides 24 hour, 7 days a week convenience for the oil and gas industry in 17 oil and gas counties.

County commissioners receive monthly reports from the permit trips. The permits provide information about county road activity and weights on the roads. The county sheriff in each of the counties collects and enforces the use of the permits. These permits may be used to travel in multiple counties.

The Uniform County Permit Program Committee is currently chaired by Billings County Sheriff Dave Jurgens. The committee meets twice a year, once in the fall and in the spring at the call of the chair.

Permits may be ordered by contacting the Permit Program Operator Linda Svihovec in Watford City online, by email or by phone at 701-444-3457, extension 281.
